Malaysia's path to top 25 CPI by 2033 — how businesses can contribute

An ambitious target

Malaysia has set its sights on reaching the top 25 in Transparency International’s Corruption Perceptions Index by 2033. With a current score of 52 and a ranking of 54th globally, the gap is substantial — but not insurmountable.

Reaching the top 25 would mean joining the ranks of nations like France, the United States, and Chile. It would signal to international investors, business partners, and talent that Malaysia operates with the governance standards expected of a developed economy.

Where Malaysia stands today

The 2025 CPI results show genuine momentum:

  • Score: 52 (up from 50 in 2024)
  • Global Ranking: 54th out of 182 (up from 57th)
  • ASEAN Position: 3rd (behind Singapore at 83 and Brunei at 55)

The improvement reflects institutional reforms, enhanced enforcement, and growing corporate governance awareness. However, the pace needs to accelerate significantly to reach the top 25 within the target timeframe.

What it takes to get there

Analysis of countries that have successfully climbed the CPI rankings reveals common success factors:

Institutional strengthening

Independent anti-corruption agencies with real enforcement power, transparent public procurement, and robust whistleblower protection. Malaysia’s MACC has made progress, but institutional independence remains a work in progress.

Private sector accountability

Corporate integrity systems — from board-level governance to operational compliance — play a decisive role. Section 17A of the Malaysian Anti-Corruption Commission Act 2009 already creates corporate liability for corruption. Businesses that proactively implement adequate procedures are both protecting themselves legally and contributing to national improvement.

Cultural transformation

Ultimately, CPI scores reflect cultural attitudes toward corruption. This is the slowest dimension to change — but also the most durable once established. Organisations that model integrity in their daily operations create ripple effects throughout their communities.

What businesses can do

The private sector doesn’t need to wait for government reform. Every business operating in Malaysia can contribute to the CPI trajectory through concrete actions:

  1. Implement formal anti-corruption policies — Documented, communicated, and enforced. Not just compliance theatre, but embedded practice.

  2. Strengthen vendor due diligence — Know who you’re doing business with. This applies especially to security, facilities management, and logistics partners where corruption risks are elevated.

  3. Establish transparent reporting — Create channels for reporting concerns without fear of retaliation. Monitor and audit operational data for anomalies.

  4. Invest in integrity-first security — Your security partner should exemplify the ethical standards you expect across your organisation. Security personnel with integrity are your first line of defence against both external threats and internal misconduct.

  5. Participate in industry initiatives — Join sector-specific integrity pacts, participate in TI-M programmes, and share best practices with peers.
